How do I train my workers on hazardous materials and permits?
A practical training plan for hazardous substances and permit-to-work systems: what the law requires, what to teach, how to deliver it on the shop floor, and how to prove competence.

Short answer: teach workers three things, in their own language, before they touch the substance or the job: what the hazard is, which controls and PPE apply, and what to do when something goes wrong. Deliver it in short modules with an assessment, record completion with an expiry date, and let the permit system check the certificate before work is released. Below is a plan you can run this month.
What the law expects
- Germany, hazardous substances: GefStoffV §14 requires written operating instructions (Betriebsanweisung) in a language the workers understand, and verbal instruction before first use and at least annually, documented in writing. TRGS 555 describes the format.
- Germany, general: ArbSchG §12 and DGUV Vorschrift 1 §4 require instruction on hiring, on change of tasks, on new equipment and substances, and at regular intervals.
- EU: the Chemical Agents Directive 98/24/EC and the CLP Regulation require information and training on hazardous chemical agents, hazard classes and labels.
- ISO 45001: clauses 7.2 (competence) and 7.3 (awareness) require you to determine competence needs, provide training, evaluate effectiveness and keep records.
- Permits to work are not defined by a single law but by the risk assessment and by standards such as ISO 45001 clause 8.1 (operational control). Whoever works under a permit must be competent for the permitted task.
What to teach: hazardous materials
- Reading the label and SDS: GHS pictograms, signal words, H and P statements, the 16 SDS sections and where to find first-aid and fire-fighting measures.
- The specific substances in their area: hazard classes, exposure routes, quantities, storage rules, incompatibilities.
- Controls in the hierarchy: substitution, enclosure and ventilation, organisational measures, PPE (type, when, how to check and replace).
- Emergency response: spill procedure, eyewash and showers, evacuation, who to call, how to report.
- Documentation duties: what the worker must record, for example pre-use checks.
What to teach: permits to work
- Why permits exist and which jobs need one (hot work, confined space, work at height, electrical isolation, excavation).
- The permit lifecycle: request, risk assessment, pre-checks, authorisation, sign-on, work, suspension, sign-off and closure.
- Roles: requester, issuer, authoriser, performing workers, fire watch, and what each signs for.
- Conflicts: why two permits in the same zone can be dangerous (hot work next to solvent use) and how conflicts are checked.
- Stop-work authority and what to do when conditions change.
How to deliver it on the shop floor
- Microlearning, 5-10 minutes per module. One topic, one image or demonstration, three to five key points, a quick assessment.
- Toolbox talks at the workplace. Use the module as the script, discuss the site-specific substance or job, record attendance.
- Site induction for new workers and contractors before their first shift.
- Refresh annually and after incidents, changes or new substances.
- In the worker's language. Understanding is a legal requirement, not a courtesy.
